ST. CHARLES – Arrests were made this week at three St. Charles massage businesses as part of a St. Charles Police Department undercover operation, according to a news release.
Arrests were made Tuesday at Best Massage, 2774 E. Main St.; Main Spa, 504 E. Main St.; and Lotus Spa, 1700 Lincoln Highway, unit J, according to the release.
"An agent went into the business and requested a massage," the release stated. "At two of the businesses, the person giving the massage offered to perform a sex act in exchange for money. The agent immediately left the business and notified detectives, who then took the offender into custody. At Lotus Spa, the employee gave a massage without having the proper license."
Fenglan Smythe, 50, of the 900 block of Golf Course Road, Crystal Lake, was charged at Lotus Spa with one count of practicing massage without a license, a misdemeanor.
Ok Kim, 62, of the 3000 block of South Lloyd Street, Chicago, was charged at Main Spa with one count of prostitution, a misdemeanor.
Xinnian Hu, 48, of the 200 block of West 23rd Street, Chicago, was charged with one count of prostitution and one count of practicing massage without a license. Both charges are misdemeanors.
According to the release, Hu and Kim posted bond and were released, and Smythe was released on personal recognizance.
"In addition, administrative charges will be forthcoming for each of the three businesses," the release states. "These charges come under the jurisdiction of the Liquor Control Commission for the city of St. Charles. The St. Charles Police Department conducts regular inspections of any business with a massage license to make sure they comply with the local ordinance."
