2 people charged with giving Lockport woman lethal dose of drugs

A man and woman suspected of giving heroin mixed with fentanyl to a 24-year-old woman in Lockport have been charged with drug-induced homicide, police said.

Kiley B. Murphy, 30, and Steven E. Talbot, 32, are accused of causing Celeste D. Roppo, 24, to die from overdosing on the drugs Nov. 29, 2016, Lockport Deputy Police Chief Ron Huff said.

Huff said Roppo became addicted to heroin after taking prescription opioids. He said Roppo was prescribed the medication after she suffered debilitating injuries in a car crash.

“We really pushed for Celeste because she wasn’t a bad person. She was just in a bad situation,” Huff said.

Roppo was hit by a drunken driver in 2010 and underwent multiple surgeries that did not help her leg to heal, according to the National Safety Council's Loved Ones Lost to Opioids website. She was reportedly overprescribed pain medication and she "found relief in other drugs and heroin," when the medication ran out, according to the website.

Talbot was arrested on a warrant and taken to the Will County jail about 1 p.m. Friday.

Huff said Murphy is already in prison and she will be served the arrest warrant there.

Murphy was sentenced to three years in prison in 2017 after she pleaded guilty to unlawful delivery of a controlled substance. She was paroled later that year, but was arrested on a controlled substance possession charge Nov. 23, 2018.

She pleaded guilty to the charge March 8 and was sentenced to 13 months in prison.

Roppo's obituary said she worked at Steamer's, her family's restaurant, and her greatest joy in life was spending time with her son, family and boyfriend.
