Photos: Crews ramp up construction on Utica's retail plaza

Market on Mill will offer an open-air shopping venue with portable retail stalls, modeled after Batavia and Muskegon, Michigan. During the project, Mill Street is closed from Church Street to Grove Street. The total cost of the project is $1.8 million awarded to Illinois Valley Excavating Inc.
