St. Charles brothel probe led to arrests, rescue of 7 women

Two of five people charged in a law enforcement sweep of accused St. Charles sex traffickers had their cases continued again, this time to Feb. 21, for possible plea agreements.

In January, Christian Hurtado, 29 of Elgin and Rigoberto Parra, 47, of Aurora had their cases continued to Feb. 6.

Hurtado and Parra were indicted on one count of involuntary servitude – a Class X felony – eight counts of trafficking in persons, one count of involuntary servitude in a lesser felony and four counts of promoting prostitution following their arrests July 20, 2023, in St. Charles, records show.

Judge David Kliment waived court appearances for both, as all cases were on Zoom because the courts were closed due to icy weather conditions.

Christian Hurtado, 27, of Elgin was charged with Involuntary Servitude (Class X Felony),Trafficking in Persons (Class 1 Felony), Involuntary Servitude (Class 1 Felony), Involuntary Servitude (Class 4 Felony) and Promoting Prostitution.

Attorney Liam Dixon made a brief appearance before Kliment, representing both men. Dixon said the continuance was necessary for plea deals.

Rigoberto Parra, 46, of Aurora was charged with Involuntary Servitude (Class X Felony),Trafficking in Persons (Class 1 Felony), Involuntary Servitude (Class 1 Felony), Involuntary Servitude (Class 4 Felony) and Promoting Prostitution.

Back in July 2023, St. Charles police led the probe into breaking up a human trafficking syndicate, including the rescue of seven women who were being sex trafficked in brothels that were not only located in an west side apartment in St. Charles, but also in South Elgin, Elgin, Hanover Park, Palatine and Chicago.

In the process of the arrests, police rescued seven women, all from South American, ranging in age from their early 20s to early 30s, police had said then.
