Developer proposes 305 ranch townhome units in Crystal Lake

A developer is proposing constructing 305 ranch townhome units on the northern part of the original Lutter Center property, located behind the Walmart in Crystal Lake, city records show.

In 2020, the Crystal Lake City Council approved a 280-unit apartment development on the southern 19 acres of the property on Central Park Drive. About 600 townhome units are allowed on the 67-acre property in total.

Called the Springs at Three Oaks, the already-approved apartment complex at 1131 Central Park Drive features a clubhouse with a pool, workout facilities, two dog parks, outdoor grills, a fire pit, community gathering area and parcel lockers. The complex began pre-leasing this year and announced move-ins starting last month, according to its website.

On Tuesday, City Council members will be asked by to consider the 305-townhome residential rental community, as well as a request from the petitioner, Redwood USA, to create three lots and variations to allow a 24-foot front yard setback and two freestanding signs.

If approved by the City Council, the request would then go back to Crystal Lake’s Planning and Zoning Commission and later, the City Council again for a final approval.

The proposed development would have “pods” of ranch townhome style units, ranging from four to six attached units, according to an agenda supplement for Tuesday’s meeting. These would all be single-story homes.

Each unit would have a two-car garage and a 21-foot driveway for guest parking, according to the proposal.

The proposed net density is 6.73 dwelling units per acre for the rental townhome community, according to the supplement. This is fewer than the nine dwelling units per acre allowed in the property’s zoning district.
